About Jose Medrano

Jose Alberto Medrano is the Budget, Purchasing & Technology Director for the Office of The Honorable Adrian Garcia, County Commissioner, Harris County Precinct 2. Precinct 2 encompasses nearly 560 square miles of east Harris County. With over 1,300 miles of roads, 17 community centers, 15 municipalities, and 12 school districts. Precinct 2 is also home to NASA, the Ship Channel, San Jacinto Battleground, Washburn Tunnel, and Lynchburg Ferry.

In this capacity, Mr. Medrano leads Precinct 2 acquisition professionals in providing dedicated acquisition and program management expertise and life-cycle management support via delivery of strategically sound contracts.

Prior to joining Harris County, Medrano is the past President of Innovative Texas Strategies, LLC, where he provided guidance on business structuring, project management and marketing to enable clients to become financially sound and efficient.

Before establishing Innovative Texas Strategies, LLC, Mr. Medrano founded Medrano Insurance Agency and led the company for over sixteen years. His past experience includes serving as a Legislative Aide for The Honorable Jessica Farrar, State Representative, District 148, and The Honorable Garnet Coleman, State Representative, District 147. He has also served as an Intern for the Office of the Texas Attorney General, Child Support Division.

Medrano recently served as a Gulf Coast Rail District - Board Member, Appointed by City of Houston Mayor Sylvester Turner, Precint2gether, Inc – Treasurer, Appointed by Harris County Commissioner Adrian Garcia, Houston Association of Realtors (HAR) Government Affairs Group - Board Member, and Houston Hispanic Chamber of Commerce Member.

He previously was a member other non-profits including: Unidos Houston, Treasurer, Keep Houston Beautiful, Board Member, Northside Redevelopment Center, Board Member, Houston Livestock Show and Rodeo, Go Tejano Committee Member, Houston Young People for the Arts, University of Houston Alumni Association, Life Member, University of Houston Hispanic Alumni Association, Board Member, Camara de Empresarios Latinos de Houston and the Greater Heights Area Chamber of Commerce.

Mr. Medrano has a Bachelor of Science Degree in Business Administration in Marketing from the University of Houston.
